And so, in my experience, “transitional” is a hopeful word. It is a marketing word. In my experience, it its a reflection of what the Lefties would LIKE to happen/what would ratify their propaganda, but not what is actually happening.
In reality, poor people do not quickly move out of the place they are renting and move to another less “transitional” neighborhood, unless renters’ laws enable the landlord to jack the rent enough to force them out.
I have seen “transitional” neighborhoods in CA that, for over ten years, have remained “transitional”.

When I was growing up in a suburb outside of Washington DC we had a great elementary school where children were well educated by teachers who cared about teaching. Then some politicians came up with the idea that it would be great if the black kids in DC had the same educational experience and started busing them into the largely white schools. Within one year of the blacks being imported there were more fights between the blacks and the whites, the blacks tried to steal everything from the white kids, and the teachers spent more time disciplining the blacks than teaching. That would be Yellow Springs, Ohio. I grew up in a nearby community and watched the place devolve into a lesbian shithole. Eventually they overran Antioch College and it expired, the fate now looming for Oberlin. The few blacks in that town were imported during the late 60s as fashion accessories for the trust-fund hipsters who could not get into more prestigious Ivy schools. One can understand how Chappelle, having grown up in that bubble, understood exactly how to tap the pulse of phony white liberals.
I used to drive a delivery truck all over southern Ohio and Indiana, often to many quaint old towns full of conservative folks. Also I delivered to the black communities of Dayton and Cincinnati, who were generally cordial to me. What I found was that “conservatives” were the most tolerant and inclusive of others and that the rabid, militant bull dykes of Yellow Springs and their beta manginas were the most bigoted and ill-mannered folks in the region.
Interestingly, in nearby Xenia, there is a population of black albinos that back in the day were popular on the black evangelical circuit.

The slave trade was an incredible event of accelerated forced natural selection. And most of it happened before the slaves even got here… not only did weak slaves die off in the boats that took them here, they were often led on grueling forced marches out of the interior of Africa. When you look at the “White only” row and move to the point where it intersects with “Number of single-offender victimizations”, you will see that during the year 2005 a total of 111,490 White females were raped. Moving further to the right and under the Black column, you will see that during the year 2005 the percentage of White females victims raped by Negro men is 33.6%.
Multiplying that out we get a total of 37,460 White females who were raped by nigger men during 2005. Yes, there were more White females raped by White men during that same period, but nigger men make up only ~6% of the U. S. population.
Going to the intersection of the Black only row (victims) and the White (perp) column you will see that there were zero negro women raped by White men (0.0) during 2005.

One of the things I encountered after I moved abroad was the tension between Africans and African-Americans. This was a big surprise to me. The Africans despise African-Americans because they were given the most precious gift on birth (American citizenship) and squandered it. Imagine a thick Swahili accent saying “They haff no pride”. That is an obligation we all have. We are all just human and nobody picked his parents, But, just avoid association with blacks when possible. They bring way too much baggage, and most of it is not pleasant. The US govt banned IQ tests years ago, but that didn’t make the races equal. The average white person is not very smart, but the average black person is much dumber. The average black IQ (70-100) overlaps at the lower range with high scoring gorillas.
