A stone cold killer was executed in Georgia and a small group of Moral Majority protestors are upset because the killer had an IQ of 69.
Hill was condemned for beating fellow inmate Joseph Handspike [ed: what a surname!] to death in August 1990. At the time, Hill was serving a life sentence for the 1985 shooting death of his 18-year-old girlfriend, Myra Wright.
Five thousand people signed a petition seeking to spare his life and it was presented to the state parole board, his lawyers said.
Hill’s supporters included former President Jimmy Carter and his wife, Rosalynn, the American Bar Association, the American Civil Liberties Union, the European Union and the Georgia chapter of the NAACP, according to his attorneys.

Experts generally define mental disability as having a score of 70 or below on intelligence tests. Hill scored 69 on one intelligence test and in the 70s on others, according to court records.
He had the mental capacity of an 11-year-old, his attorney said.

To put it bluntly, a Warren Lee Hill with a 69 IQ will be more competent to stand trial and better able to understand the nature of his vile crimes than will a similarly mentally challenged killer with a privileged racial background.

This highlights the two basic moralities, the one based on goals and the one based on rights.
Having a morality based on goals is the normal thing for societies throughout history. Will this benefit our tribe, our nation? Will it help us survive better, make us stronger, build our society? Ultimately, for those who will see far enough, this instinctive drive leads to the will to make Life itself survive and expand, for without Life there can be no other goals, no values, nothing that you may consider to be important.
When such a morality is denied a nation, because it stands in the way of socialist plans to import voters there will be the question, what reason do we have to not simply do whatever we like? If our nation has no goal, if there is no goal for Life to reach, why not just steal and kill? Faced with this chaos a new morality has to be invented, and so we get the doctrine that everyone has “rights” that must not be prevented no matter what – without explaining where those supposed rights would come from. Sift through every molecule, every last atom in the universe and you will find no rights there.
If we have a goal-based morality, then the killer should be killed. If he is (supposedly) incapable of controlling his own actions, that is even more reason to put him down. He will do society no good, he will only damage it.
If we have a rights-based morality, then the killer who is said to not be responsible for his actions must live and be treated as a victim, not punished. He did not seek to do anything wrong, so he is a good person and must be treated as such. Regardless of the cost for society.

Reply to the obvious response that always comes: “So you say that whenever someone can’t work anymore he should be killed, huh?” No. If that awaited us when we retire we would not be able to enjoy our lives and be productive. So it would actually be counter-productive. A man who is killed simply for not being able to work also has relatives, friends and family who would miss him. And even those who are not his relatives have a strong instinct to protect everyone in the tribe, provided he hasn’t done something that actively hurts the tribe. We are not robots, and this must be taken into account.

A hypothetical situation that perfectly highlights the two different moralities, goal-based and rights-based: Suppose a serial killer was on the run from the police and hid in a lab where he found a machine to hide in. But he didn’t know that the machine was an experimental, flawed teleportation device: It created a perfect copy of the man elsewhere in the room but disintegrated the original.
Now the police storm in together with the lab’s owner, who scrutinizes the room and can tell what has happened. Now you have a man standing before them who is a perfect copy of an unrepentant serial killer, a serial killer who used to kill whenever he got the chance and who would never stop. This new man has an exact copy of his mind – but is not him.
Can the copy be punished for the serial killer’s crimes?
Rights-based morality: This new man never killed anyone, so you cannot convict him for another man’s crimes.
Goal-based morality: Irrelevant question. He will most definitely kill again, so society must get rid of him.
Which morality will give the people who live tomorrow a brighter, more peaceful country to live in?

Indeed, the modern concept of “rights” has made *everything* — murder, the punishment of murder, hiring a new employee, getting married — a political act. This is the ideology of Robespierre, Marx, and American “civil rights”.
The older, non-ideological order (perhaps analogous to Arbiter’s goal-based morality) was based not on politics but rather culture, hierarchy, heritage, and posterity.
The old order, beyond being assured of the guilt of the offender, would have thought nothing of executing a murderer.

Moral Majority, does not support keeping killers alive. Having been involved with MM in the past, I can confidently state that were he alive, Jerry Falwell would volunteer to flip the switch on Old Sparky, and ask the guy to hold a ham while doing so.

If I am not mistaken, didn’t Arthur Jensen write, based on his observations of both groups, that blacks within the mentally retarded IQ range just ‘seemed’ less retarded (based on their extroverted personalities, interaction abilities, etc.) than similarly disabled whites? Or maybe it was someone other than Jensen, but I know someone of note made that observation.

I’ve noticed that too. One reason SWPL whites have a hard time believing that blacks are stupid is because if a white person was that dumb, it would be obvious. Blacks talk like they have normal intelligence, but it quickly comes clear that they have trouble with basic math.

Fragile X syndrome (FXS) is the most common form of inherited intellectual disability. Previous studies have implicated mGlu5 in the pathogenesis of the disease, and many agents that target the underlying pathophysiology of FXS have focused on mGluR5 modulation. In the present work, a novel pharmacological approach for FXS is investigated. NNZ-2566, a synthetic analog of a naturally occurring neurotrophic peptide derived from insulin-like growth factor-1 (IGF-1), was administered to fmr1 knockout mice correcting learning and memory deficits, abnormal hyperactivity and social interaction, normalizing aberrant dendritic spine density, overactive ERK and Akt signaling, and macroorchidism. Altogether, our results indicate a unique disease-modifying potential for NNZ-2566 in FXS. Most importantly, the present data implicate the IGF-1 molecular pathway in the pathogenesis of FXS. A clinical trial is under way to ascertain whether these findings translate into clinical effects in FXS patients.

When it comes to low IQ, the hardest pill to swallow is that there is no cure. Education can only do so much, since low IQ means you can’t learn effectively. As noted already: most 11-y.o. kids have already learned that murder is wrong, but we seem to be talking about someone too cognitively-impaired to absorb that much.
